Norvinsk’s borders were closed, isolating those trapped in the conflict zone from the rest of the world. USEC, a corrupt corporation implicated in this scandal, hired USEC to hinder investigations during the war. BEAR, on the other hand was hired by the Russian Government in order to gather evidence about Terra Group’s activities.
